The Chief Medical Officer of Health for the Province of Newfoundland and Labrador, Dr. Janice Fitzgerald has announced that the province will reduce its level of Covid Alert from Level 5 down to Level 4 on the Avalon Peninsula, which includes the capital city of St. John's, plus Mount Pearl, Torbay, Paradise, CBS, etc. The rest of the province had already been at Alert Level 4 and will now be lowered to Alert Level 3.

The announcement by the CMOH means that household bubbles can be increased to 10 individuals. Also, businesses will be more open and various other things such as religious service attendance will increase.
This all comes after 2 weeks of good movement in various measures regarding the virus. For a couple of weeks, people who had no symptoms were asked to volunteer to be tested for Covid-19. They conducted around 3000 tests and no one came back positive. At this point, it seems they are confident in knowing where the virus is coming from. There are seemingly no "mysterious" cases without origin.
Although people residing on the Avalon peninsula are permitted to travel, it is still not encouraged at this point.
